Kedua: Strategi lebih luas iaitu memperkuat pertahanan mereka di tengah-tengah pengaruh rejim non demokratik pada masa demokrasi tidak boleh memadamnya dengan mudah, sebagaimana terlihat di Turki dan Gaza.

Masjid Al Azhar akan menjadi kekuatan penerapan Syari'at. Tapi ini akan menyusul, supaya fokus kepada pengukuhan legitimasi hukum yang sedang diterapkan oleh kerajaan Mesir.

Dua misi besar tadi akan menguatkan Ikhwanul Muslimin di kawasan. Maka parti-parti Ikhwan yang baru-baru ini berkembang di Mesir, Gaza dan Tunisia sedang bergerak menuju kursi kepemimpinan yang kemudian akan menjadikan mereka sebagai penanggung jawab. Tanggung jawab ini tidak lagi diterjemahkan sebagai pucuk-pucuk kecil, tapi sudah menjadi kembang yang utuh.
